Neighborhood House Programs
Since 1906, Neighborhood House has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence and community building. Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 7,000 individuals. Of those, 80 percent are refugees and immigrants.

Scope
The Family and Social Services Manager is directly responsible for the operation of Neighborhood House’s Family and Social Service Programs helping low income communities in Seattle and South King County. Currently these programs and services include elderly services, case management, citizenship assistance, emergency assistance and community building activities. With the support of the Associate Director, this position is responsible for more than $950,000 in programming from multiple grants and contracts and oversees twelve direct service staff positions. The FSS Manager develops and implements strategies to address the needs of these communities including community outreach and assessment, program design, fund development support, partnership development, project management, budget management, and performance management. The Associate Director and Family Support Worker Lead are key resources to support the success of the responsibilities of this important management position. FSS Manager works closely with other Neighborhood House Departments and Divisions to coordinate services to clients.

Responsibilities

Program Design and Implementation
• Identify areas of growth/enhancement that would meet service gaps in the communities where Neighborhood House has a presence.
• Provide leadership, innovation and creativity to develop and customize programming or enhancements to meet the changing needs of participants/residents in low-income communities. This includes crisis intervention programs, programs designed to aid in self sufficiency, and/or community building programs.
• Seek out opportunities to integrate program activities across the agency as well as in the community.
• Monitor evaluation tools to ensure on-going high performance, program effectiveness and participant satisfaction.
• Direct multiple outreach efforts to meet short and long term program and agency goals.

Resource Building
• Anticipate future trends in services and articulate credible visions enabling appropriate and innovative program planning.
• Work with Development Department and Department Directors to maintain relationships with grantors/donors to ensure on-going communication, reporting and cultivation of future funding.
• Assist in the development of grant proposals, as needed
• Maintain positive relationships with funding sources and build collaborative relationships with other community action agencies where cooperative service delivery may enhance both services to clients and funding probabilities.
• Attend community events as a representative of the agency and make presentations before community groups where common interests exist in serving low-income public housing residents.
• Cultivate team effort among counterpart agencies in seeking out cutting-edge service delivery systems for clientele.
• Build strong partnerships within the community; develop positive and respectful relations with residents and community leaders, and model exemplary service skills to staff in dealing with community members.
• Perform other duties as assigned.

Supervision and Administration
• Recruit, hire, train and supervise qualified staff in alignment with Neighborhood House values and community building requirements.
• Supervise project staff in delivering effective case management and related social services for low income and vulnerable clients, with emphasis on attaining stability and self-sufficiency by meeting basic needs, accessing resources, preventing eviction, obtaining education, or acquiring citizenship.
• Provide clear expectations, set individual and team goals, emphasize the highest quality management decision-making, mediate conflict, and promote employee growth and development.
• Appraise the on-going performance of staff and provide regular formal and informal feedback. Hold staff accountable for realizing performance improvement.
• Review case files and monitor that programs and service are meeting client needs.
• Manage all contracts to ensure that all outcomes are met or exceeded.
• Ensure the program meets agency, state and federal guidelines.
• Monitor program budgets; identify and make necessary budget adjustments in a timely manner as necessary.
• Monitor accurate data collections systems/processes and analyze data to achieve outcomes.
• Maintain key project documents to support all aspects of FSS programs, including regular program reports, evaluations, satisfaction surveys, etc.
• Prepare reports for funding sources and the Board of Trustees.
• Position includes some site leadership at one of Neighborhood House’s office locations.

Minimum Qualifications
• B.A. in Social Work or related field. MSW or commensurate management-related degree desired.
• A minimum of four years of supervisory experience in social service programs with strong case management emphasis. Alternative combinations of education and experience that yield the same degree of professional and managerial competence may be substituted.
• Two years direct experience in the area of contract, budget and grant oversight.
• Professional experience in both formal and informal setting working with diverse ethnic and economic populations, including refugees as well as indigenous diverse minority populations. Experience working with elderly, disabled or other populations requiring unique service delivery knowledge preferred.
• Excellent written and verbal communication skills.
• Proven organizational skills and the ability to grasp the “big picture.”
• Must be self-starter, highly organized, dependable, have strong problem-solving skills and be able to manage multiple complex problems at once.
• Knowledge of key computer applications (MS Office/Word/Excel/Access, MS Windows).
• Willingness to comply with the established agency performance standards, which include productivity/personal responsibility, client/customer service-orientation, serving as a team player, entrepreneurialism, and maintaining a professional demeanor.
• Must be able to work a flexible schedule that includes some evenings and weekends.
• Must have valid Washington Driver License, own transportation and current personal vehicle insurance.
• Must pass the Washington State Patrol background check (re-checked every two years).

Desired Qualifications
• Direct case management experience and/or experience with senior/low income populations desired.
• Expertise in researched based best practices/models desired.
• Knowledge of mental health and geriatrics systems desired.
